The Ontario Fire Department identifies juveniles that are involved in fires from contact at fire scenes and referrals from firefighters, parents, schools, juvenile criminal courts and child protective services. Juveniles and their parents are interviewed and directed to either parental guidance, fire education, mental health professionals, juvenile criminal probation or a combination. During the initial interview, if the problem appears more than simply fire curiosity, the juvenile is immediately referrred to mental health professionals.

Partnership with Osceola County Fire/Rescue, Kissimmee FD and St.Cloud Fire Dept. - We each respond to child fire related incidents or fire alarms involving children 18 or under. We along with the state fire marshal decide if prosecution is in order or our juvenile firesetter workshop, which is a 2 hour class that the juvenile and everyone in his family that lives in his/her household over the age of 5 must attend. It is offered the first Monday of each month. They are scheduled by us to attend one workshop. Fire safety, consequences of setting fires, pulling fire alarms, etc. restitution, etc. are discussed. A certificate is issued at the end of class for court purposes. We are in the process of meeting with the court system to see if we can offer further evaluations if needed.

Germaine Lawrence is the only residential treatment program in New England that offers firesetting treatment especially designed for girls. We provide gender specific treatment, including a four stage cognitive-behavioral firesetting protocol designed to ensure the development and emotional success for all of our students. The program is housed in a state-of-the-art facility, which was constructed in 1994 and won a national award for outstanding design and functionality in a health care facility. The specialization for fire setters received the Massachusetts Coalition of Juvenile Firesetter Intervention Program's annual Clinical Community Service Award in 2004.

WHO ARE OUR YOUTH? • Children who are playing with matches, lighters, false alarms, prank 911 calls, damage fire equipment, threaten persons or buildings, fireworks, bombs, discharge fire extinguishers and other high risk activities • Children who are curious or in crisis and are between the ages 8-17 who are experiencing at risk behaviors • Since established in 2000 as the Youth Firesetting Intervention Program, the PFYR has seen over 2000 children and their families. SERVICES • 7 Days a Week On-line Information • Fire Risk Assessment through Center for Health and Learning (Fee) • Court & School Mandated Program • Documentation of Participation • In-Service, Consultations & Training • Multi-agency – Multi-Services Program • Behavior Evaluations and Counseling Referrals Monthly Mandated Program Referring Agencies: Fire Departments, Police Departments, Department of Juvenile Justice Services, Department of Child and Family Services, School Districts, Counselors & Family Therapists, are all considered Referring Agencies. After a Referring Agency has sent in a completed Referral Form, incident report and additional documentation to the program, parents or the legal guardians will receive a letter from us called a First Notice; this notice will explain how they register for classes. All registration is completed on-line at the website listed on the reverse page. The Class Structure Dates: Classes are held on three Thursdays each month; participants must attend and complete all classes and required appointments. All Sessions are for both Youth & Parents/Guardians. See Website for Specific Dates: www.pfyr.org Location: Henderson Fire Department Training Center. 401 Parkson Road, Henderson, NV 89015 (Warm Springs & Parkson Road – East of Gibson Road, near the Valley Auto Mall). Time: 4:00 PM to 9 PM. Structure: Part 1 – 3 Parts 1-3 are information, intervention, education & dealing with choices & consequences, in a classroom environment. The program is based on building developmental assets for both youth & parent. The program works on high risk issues, not just fire issues. Part 4 The 4th part of the program is a scheduled appointment at UMC Burn for one-on-one life safety education & a tour of the Trauma and Burn Centers. Part 5 The 5th part of the program is a scheduled appointment with the Center for Health & Learning screening for anger, depression, suicide and high risk issues. Part 6 The 6th part is Drug & Alcohol awareness Referrals: All agencies must send a referral prior to the child being registered for the program. Over 250 youth--referred by juvenile justice, the school district, social services, and individual families—have been assisted in over 2 years of Washoe County program operation. Volunteers from Juvenile Justice, The Children’s Cabinet, the Reno Fire Department, Sparks Fire Department, and The Sierra Fire Protection District assist an average of seven families during each monthly 2-part class. Staff also conduct individual interventions with youth and families. The program uses nationally endorsed methods, incorporating identification, evaluation, education, referral, and assessment. Law enforcement, education, juvenile justice, mental health, and fire service personnel join together to provide both one-on-one and group mentoring.

Our program is a collaborative effort between Cabarrus County Fire Departments, Law Enforcement agencies and county community service agencies to establish a comprehensive county wide your fire setting intervention program. This program will reduce the incidents of fire play and fire setting by children and adolecents. This will be accomplished through early identification of youth at risk and an interview to determine the level of risk, consistent fire education for the entire family and a referal to qualified mental health agency representatives when deemed necessary.

The Alternative Community Resource Program Inc. (ACRP) operates a juvenile fire-setter intervention program in Cambria, Somerset and Bedford Counties. The ACRP program is a multi-disciplinary team program that provides fire safety education, home safety assessments and behavior/emotional treatment. The emotional and behavioral treatment includes a psychological evaluation and family or individual counseling. Cheyenne Fire & Rescue's program is designed to meet the needs of all youth fire starters from ages 3-17. Individual interviews are conducted with each child and the current caregivers to determine if additional counseling above and beyond the fire safety education would be required. All fire safety education is taught in a one on one enviornment at a level designed to meet each youth's individual comprehension level. Youths attending a court appointed class will receive a letter of completion at the end of the class. Typical time for interview and the fire safety class runs between one and two hours.
