The mission of the Juvenile Fire Education Program, administered by the Fresno Fire Department, is to identify and reduce the firesetting behavior of juveniles who have been referred to the program for the use of fire. Education and/or referral to a mental health professional are also offered for each family. The ultimate goal of the program is to reduce the number of juveniles engaging in the unsupervised use of fire, thus reducing property and life loss.

The Ontario Fire Department identifies juveniles that are involved in fires from contact at fire scenes and referrals from firefighters, parents, schools, juvenile criminal courts and child protective services. Juveniles and their parents are interviewed and directed to either parental guidance, fire education, mental health professionals, juvenile criminal probation or a combination. During the initial interview, if the problem appears more than simply fire curiosity, the juvenile is immediately referrred to mental health professionals.
