 Janet Cusick Jost, RN, MS has been involved in burn care and education since 1977, working as a staff nurse and outreach education coordinator in two regional burn centers. She has been involved in fire safety and burn prevention education for the past two decades. In 1987 she was the first woman to be hired as a full-time firefighter / EMT-D with the Lincoln (NE) Fire Department where she worked for three years. Janet is also a burn survivor, having been critically burned in 1972. These combined experiences give her many different perspectives on fire safety, burn prevention and care, and survival. Maria Figueroa has been a firefighter for 19 years.  She is the Community Education Director of the International Association of Hispanic Firefighters. She held the title of Public Education Bureau OIC of the Miami-Dade Fire Rescue Department for 5 years and was named the Florida Fire Safety Educator of the Year in 1996.

Gerri Penney chairs NFPA 1035's Juvenile Firesetter Intervention Specialist Task Group.
This national task group is a geographically diverse team of subject matter experts in the field of juvenile firesetting.
They represent mental health, law enforcement, fire and life safety education, burn prevention, and USFA ‘s National Fire Academy (NFA).
This task group is responsible for updating the professional qualifications, including job duties, job performance requirements (JPRs), knowledge and skills of Juvenile Firesetter Intervention Specialist I and II’s, for NFPA 1035. Gerri also chairs the Palm Beach County Juvenile Firesetter Intervention Program, which has a secure database, accessed via the Internet. For more information on that program, check out the description under “People and Programs” or contact Gerri.

For the past three years, Gerri has chaired the National Fire Prevention Professional Development Committee within the USFA’s Fire and Emergency Services Higher Education (FESHE) program. Gerri is a doctoral candidate at Florida Atlantic University, completing her PhD. in Educational Leadership. She received her Master of Education degree from University of Ottawa and two baccalaureate degrees from St. Francis Xavier University, both in Canada. Gerri is also a graduate of the Executive Fire Officer Program at the NFA and an instructor and curriculum developer for that institution. In 2000, the FL Fire Marshals and Inspectors Association, Governor Jeb Bush and the cabinet presented Gerri with the Public Fire and Life Safety Educator of the Year Award. Paul Reichenbach, a 30-year veteran of the career fire service, is the Public Education-Information Specialist for the Office of the Pennsylvania State Fire Commissioner and serves as the Director of the Pennsylvania Juvenile Firesetter Advisory Group which operates as the state-level clearinghouse for all juvenile firesetter-related issues. Paul is the drafted the Pennsylvania Juvenile Firesetter Intervention Protocol, a written standard for the development and operation of juvenile firesetter intervention programs. Mr. Rogers is a crime scene detective assigned to the forensic services unit of the DuPage County Sheriff's Office. He is a state-certified arson investigator and is also certified with the International Association of Arson Investigators.

Mr. Rogers serves on the Illinois JFS Task Force and the International Association of Arson Investigators Committee on Juvenile Firesetters. He has authored numerous JFS-related articles. His evidence technician course is a forty hour, Illinois state certified course in locating, identification and preserving physical evidence at a crime scene.

Paul Schwartzman, M.S. is a mental health counselor, providing counseling services to children, adolescents and families in the Rochester (NY) area for more than twenty years. Paul was a member of the research team that originated the Fire Related Youth Unit for the City of Rochester Fire Department and the BIC preschool firesafety education curriculum, both award-winning programs that address issues of children and fire.

Barbara Spurlin has been in the fire service for more than 20 years. During the last 15 years, she has presented both one and two-day JFS workshops at the Indiana State Fire Schools. These workshops focus on interviewing and education for existing programs, as well as methods for developing community-based JFS programs. Dr. Stadolnik, President of FirePsych, Inc., is a licensed psychologist and the author of Drawn to the Flame: Assessment and Treatment of Juvenile Firesetting Behavior (Professional Resource Press, 2000). For over fifteen years he has provided firesetting behavior consultation, assessment and training to fire safety programs, residential treatment centers, public school systems, and state agencies.

While serving as Chairperson of the Mental Health Task Force for the Massachusetts Coalition for Juvenile Firesetting Intervention Programs, he developed the Massachusetts Model assessment protocol. Using this model, he has completed or supervised more than 1,500 firesetting behavior assessments.

Dr. Stadolnik has recently conducted research studies on specialized firesetting populations including adolescents in residential care and adolescent females. Dr. Wilcox is a Clinical Instructor in Psychology in the Department of Psychiatry at Harvard Medical School. Sergeant Paul Zipper, Ph.D. has been with the Massachusetts State Police for 20 years, most of which has been spent with the Fire and Explosion Investigation Unit operating out of the State Fire Marshal’s Office. He has conducted literally hundreds of fire investigations over the years, in the process gaining an expertise in witness and suspect interview and interrogation techniques. His work with the Lawrence Arson Task Force, which beganin 1992, brought him national (and international) attention. He has lectured in Australia and The United Kingdom. He has taught the arson investigation class at the FBI National Academy. The Massachusetts State Police adopted his training program on interrogation techniques as the standard course for investigators.He has also been part of the development team that developed the basic and advancedfire investigation courses at the Massachusetts Fire Academy. As a consultant forthe Tri-Data Corporation, Trooper Zipper has conducted comprehensive evaluations of arson and fire investigation units in major cities across the country. He served as a technical advisor with the United States Fire Administration through the National Fire Academy on a project, which developed a course in Interview Interrogation and Courtroom Testimony Techniques. As the liaison for the FIU with the Massachusetts State Coalition for Juvenile Firesetter Programs, Trooper Zipper has helped draft program standards and guidelines for screening interviews and referral procedures, and has worked to formalize the interface between law enforcement and the multi-disciplinary intervention programs. He is a contributing author of the text, Firesetting in Children and Youth: A Multidisciplinary Practical Handbook. In 2004 He was part of the team that developed and delivered a curriculum titled “the investigation of youth set fires” for the International Association of Arson Investigators (IAAI). He has also co-authored an article titled “Children and Arson: The Importance of Early Intervention in Juvenile Firesetting:” for The FBI in their Law Enforcement Bulletin which was published in April of 2005.
